API upgraded with support for parameters used to calculate e.g. SRMC with local taxes

Added new time-series API version with new parameters for OHLC and SRMC operations. SRMC now has a carbon-tax-area parameter for calculating local taxes OHLC-to-time-series and SRMC-to-time-series now has a fill parameter with functionality to fill holes (weekends and holidays). We have also added an Improve descriptions for OHLC and SRMC operations.
