Changes in NTC reporting for GB-FR and DE-CZ borders

We have fixed cross-border capacities for GB-FR and DE-CZ following changes in NTC outage reporting: 1. Outages between Germany and Czech Republic was previously reported on "Germany", but now the messages are published with the German TSOs as area. 2. GB-FR introduced a new 1014 MW cable around new year. The reporting is now per cable, and not on the total transfer capacity.
