Faster updates and improved quality on REMIT data for GB

We switched to using BM Reports as a source for REMIT outage messages in Great Britain. Previously, we used ENTSO-E Transparency. The switch gives faster and more reliable updates We have also experienced that some messages that were on BM Reports didn't appear on ENTSO-E. The upgrade should improve the data quality on outages messages in Great Britain.
