German river temperatures

We have added actual and forecast river temperatures for Germany with the aim to alert our users to temperature-driven output reductions at thermal power plants. Thermal-based power stations rely on water for cooling purposes. These water sources may be subject to incidents of scarcity, like low flow and/or high river temperatures.
