I-SEM, upgraded the REMIT source

Upgraded the REMIT source from ENTSOE to Nord Pool UMM for outage messages for the Irish I-SEM market – the joint market for Ireland and Northern Ireland. The quality of messages published on Nord Pool UMM appears to be higher.
