REMIT view improvements

Simplified the REMIT outage message listing for messages with many time periods. Some powerplants have a couple of hundred time periods in their messages, so in the message list these time periods are now merged into one row where we write the entire date interval and the minimum and maximum available capacity in the interval. You can click on the row to view the details.
