Spot forecasts extended from 15 to 45 days

Adding spot and power flow forecasts with a lead time of 45 days. Input is taken from the ECMWF 45-day quantified weather outlook, combined with prognosis for flow capacity, outages derived from REMIT messages and our hydrology system.
