Time series API: Added TSV-response for period-based instances

Add support for loading instances for period-instance series in TSV-format. Previously, these were only available in JSON format. This is a huge upgrade, allowing Excel Integrator users to extract older instances to see how the REMIT capacity was reported on an earlier stage.
